DATA EQUALITY focuses on data-driven discrimination and aims to prevent new emerging forms of discrimination by promoting the collection and exchange of unbiased data sets across borders through multi-agency cooperation.
It aims to develop a shared European methodology for Civil Society Organisations, Law Enforcement Agencies, and Judicial bodies, enabling them to cooperate more effectively in the collection, management analysis, and exchange of information regarding the phenomenon of data discrimination, at the local, national and European levels.

- assess current methodologies and challenges in collecting, managing, analysing, and exchanging data on discrimination in Europe and partner countries. Additionally, the current mechanisms employed by AI-and-OSINT-based tools to avoid bias in the elaboration of data and to identify biased information will be assessed.
- establish new avenues for cooperation among LEAs/Judicial bodies, CSOs, and discrimination experts, in order to facilitate dialogue and exchange of ideas between the two subgroups (judicial bodies/LEAs and CSOs) and foster a better understanding of the needs of other organisations, as well as the challenges they face in the collection, analysis and exchange of discrimination data This collaboration will also leverage AI and OSINT-based tools.
- develop a new methodology for the collection, management, analysis, exchange and dissemination of data related to discrimination, which will be employed by both CSOs and Judicial bodies/LEAs. This methodology will include a section on mechanisms and technical patterns designed for implementation in AI-and-OSINT based tools used by LEAs to avoid bias in data processing and to identify biased information.
- provide capacity building activities that will train practitioners from EU countries and Albania, particularly members of CSOs and Judicial bodies/LEAs, on the use and application of the new methodology.
Online kick-off meeting
During the project kick-off meeting, representatives of the partners’ institutions from Italy, Spain, Greece, and Albania were able to exchange useful information and ideas on how to proceed to the next steps committed to produce the best possible results.
Survey on Data Management Practices in Addressing Discrimination
The online surveys and interviews conducted in each partner country regarding the current methodologies and challenges related to data on discrimination are part of the project’s first stage. Together with thorough desk research, it provides partners with the opportunity to assess the mechanisms used by AI-and-OSINT based tools to avoid bias in the elaboration of data and to identify biased information.
